Order No. 2892 of the Ministry of Economy, Environment and Agriculture validating Requirements for incubators (incubation facilities) and poultry facilities.

This Order approves binding Requirements for hatcheries (incubation facilities) and poultry keeping establishments. The document establishes a comprehensive regulatory framework covering biological security, infrastructure, equipment, personnel, monitoring, and record keeping.
The Requirements set detailed biosecurity and operational standards for both hatcheries and poultry keeping facilities. These include rules on facility design and zoning, controlled access for staff, visitors, and vehicles, cleaning and disinfection procedures, handling and incubation of eggs, prevention of contact with pests and wild birds, and mandatory use of special clothing and protective equipment. The document also regulates staff qualifications, internal hygiene instructions, one way production flows, and conditions for storing, vaccinating, transporting, and managing poultry, eggs, by products, and waste.
A significant part of the Regulation is devoted to surveillance and control systems. Operators must implement microbiological control programs and disease monitoring programs, including regular laboratory testing for Salmonella (Pullorum, Gallinarum, Arizonae) and Mycoplasma (M. gallisepticum, M. meleagridis), with specified sampling schemes and frequencies. The Requirements also impose strict record keeping obligations on operators, who must document production data, movements of eggs and poultry, health status, testing results, and vaccinations, and retain these records for at least three years for inspection by competent authorities.
