Abstract
This Regulation is designed for the following purposes: (a) protection of health of the personnel from collection systems, sewage treatment and waste water treatment facilities; (b) prevention of damages to sewage treatment equipment; (c) ensuring uninterrupted maintenance of sewage treatment facilities and treatment of sediments within the limits of the standard rules of operation; (d) ensuring that the discharges of sewage from treatment facilities do not cause hazardous environmental impact; and (e) ensuring that the precipitation can be disposed of in a safe and environmentally acceptable manner. Manufacturers establish a requirement for each individual customer to dispose of waste water to a centralized drainage system based on the requirements of this Regulation, as well as local rules of acceptance. Consumers shall have the following duties: (a) adhere to the requirements for wastewater discharges and established quantitative and qualitative indicators of waste water in sewer pipes of consumers, require subcontractors to comply with the provisions of this Regulation and the requirements of local rules of acceptance; (b) to carry out systematic monitoring of the quantity and quality of wastewater discharged to centralized drainage systems and to provide the manufacturer with information on the volumes and qualitative composition of wastewater discharged to the centralized drainage systems; (c) to carry out, at the request of the manufacturer, a pre-determined period of preliminary purification of polluted wastewater in the local treatment facilities with the obligatory disposal or removal of sediments formed in this case; (d) in case of a change in its water drainage (transfer of buildings and sewage networks to other owners/users, change of technological processes or change of 30% or more of the previous sewage, construction works on the site (if it affects or may affect for the fulfillment by the consumer of the requirements for discharging issued by the manufacturer, the accession of the sub-consumer, etc.) to notify the manufacturer within seven days of the occurrence of such changes, in accordance with the established procedure, receive from the manufacturer the technical conditions for water supply and water maintenance of the facility and make changes to the contract; (e) to conclude a new contract with the manufacturer in case of change of the owner of the object; (f) to provide the manufacturer with the necessary information on their sewage system and free access to it, as well as assistance in sampling waste water consumers, studying their discharging regime, inspection of the drainage system and local wastewater treatment facilities; (g) to nominate at least two representatives who are authorized to represent the consumer during the sampling of sewage, about which within three days to notify the manufacturer in writing and to ensure the presence of the authorized representatives in person during the sampling of sewage water by the producer; (h) to participate in the elimination of accidents and the replacement of emergency sewage networks by proper forces and means, as well as in the reimbursement of capital expenditures for the restoration of the centralized drainage system of the producer in case of deterioration of its technical condition and accidental destruction due to the fault of the consumer; and (i) to check the calculations of the allowable concentrations of polluting substances in wastewater discharged to the centralized drainage systems, performed by the manufacturer, and, in case of disagreement, to apply for their revision.
As per Annex 1, cattle and poultry manufacturing facilities are required to have local treatment facilities for pre-treatment of waste water before their discharge into the system of centralized drainage and sewage treatment.
