Abstract
The Instruction establishes the modalities of carrying out complex quarantine (phytosanitary) arrangements for the exposure, localization and liquidation of the hotbeds of quarantine weeds and shall be compulsory for legal and natural persons that are engaged in growing, import, export, procurement, processing, storage, trade of materials subject to quarantine inspection and for the Chief State Plant Quarantine Inspector and officials carrying out plant quarantine and quarantine (phytosanitary) arrangements. Quarantine weeds are wild grasses that contaminate agricultural land causing damage to agriculture and dangerous for domestic animals and human beings. Localization is a series of arrangements preventing propagation of quarantine weeds. Liquidation is the annihilation of quarantine weeds by fire with the application of radical mechanical, biological and other arrangements. Hotbed of quarantine organism is the territory on which it is present. Plant quarantine inspectors shall inspect the plots of land within their area of competence and shall take samples of plants growing thereupon. Agricultural land, seed-growing enterprises, scientific research institutions, botanical gardens, inhabited areas, farming enterprises and peasant farms, protection forests, agricultural crops sown with the use of the imported seeds and planting materials shall be subject to inspection. The body imposing quarantine shall timely inform thereof persons located or living in quarantine area. In quarantine area shall be prohibited: 1) to sow agricultural crops contaminated by quarantine weeds; 2) to use the plots of land for obtaining seeds and planting material; 3) to store contaminated grain together with grain free of quarantine weeds; 4) to transport contaminated products (hay, straw, grain etc.,) without quarantine certificate issued by plant quarantine inspectors; 5) to use for animal feeding contaminated grain derivates; 6) to pass water flows through contaminated channels without settling tanks for the entrapment of seeds of weeds; 7) to transport and trade imported and national seeds transported from other areas without prior inspection by the state plant quarantine inspections.
