Order No. 687 of the Environmental Protection and Natural Resources validating the Instructions on the preparation by employees of the State Protection Service of the Nature Reserve Fund of Ukraine of materials on administrative offences.

This Instruction establishes the procedure for the preparation by employees of the State Protection Service of the Nature Reserve Fund of Ukraine of materials on administrative offences. If the offence is committed by several persons, the protocol on the administrative offence is drawn up for each person separately. In the event that one person commits two or more administrative offences, an administrative offence report is drawn up for each offence separately. The person against whom a report on an administrative offence is drawn up has the right to provide explanations and comments on the content of the report, which are included in the report and certified by the signature of the specified person. An explanation can be added to the protocol separately, which is recorded in the protocol. In the case of refusal of the person against whom a report on an administrative offense is drawn up to provide explanations on the essence of the offence committed, the authorized official shall make a corresponding entry in it. If the offense caused material damage, this is also noted in the administrative offence protocol. Objects and tools of illegal use of natural resources, illegally extracted species, constituting the offence, are seized by authorized officials. The seized firearms and hunting gear are handed over to the bodies (units) of the National Police.
