Order No. 70-r of the Cabinet of Ministers validating the Concept of the National targeted program of land use and protection.

Since the protection of land in accordance with the land legislation of Ukraine is a system of legal, organizational, economic, technological and other measures, therefore its substantiation (development) and implementation require a comprehensive approach that combines the appropriate legal, scientific, organizational, informational, material and technical and financial support.
The scope of the National targeted program of land use and protection is developed with the aim of implementing the state policy of Ukraine to ensure the sustainable development of land use, creating ecologically safe living conditions for the population and carrying out economic activities, protecting land from depletion, degradation and pollution, reproducing and increasing soil fertility , preservation of soil cover functions, preservation of landscape and biological diversity in the conditions of the natural environment and taking into account global climate change.
In order to develop the Program, shall be adopted the following measures: (a) analysis of the structure of the land fund, its dynamics within Ukraine as a whole and in the regions; (b) study of the state of use of land resources in terms of categories of land, land uses, conduct an analysis of its state; (c) performance of analysis of foreign experience in the field of land use and protection; (d) description of degradation processes and their impact on the state of land resources; and (e) listing of developed and approved forecast and program documents regarding land-use planning and protection of some sectors for the coordination of actions and measures.
Regional programs for the use and protection of land shall be developed for the implementation of the Program's activities, taking into account the state of land resources and local characteristics, the possibilities of material and resource support for the implementation of the planned activities through the development and implementation of: (a) land-use planning schemes and technical and economic justifications for use and protection of land of administrative-territorial units, areas of territorial communities; (b) comprehensive plan of spatial development of the territory of the territorial community; (c) digital processes during land management and land monitoring; (d) automated information and analytical systems and remote zoning of the Earth; (e) criteria and technologies for monitoring land and land relations, including on the basis of artificial intelligence algorithms; (f) complex processing of data on land and land plots from various sources of the country's official registers; (g) an automated platform for land and soil quality monitoring at all levels of management based on modern digital processes and technologies; (h) information interaction between state registers based on unique identifiers of information system objects for exchanging information on them.
