Order No. 771 of the Cabinet of Ministers validating the Strategy for reforming the state material reserve system for the period until 2025.

The purpose of adopting Strategy for reforming the state material reserve system for the period until 2025 is to solve the following priority problems: (a) lack of stockpiles of tangible assets of the state material reserve (hereinafter referred to as the state reserve) in the amounts stipulated by the decisions of the Cabinet of Ministers of Ukraine, and, as a result, the inability to ensure the fulfillment of the state reserve's assignments established at the legislative level; (b) inconsistency of the regulatory and legal framework, which regulates the principles of the functioning of the state reserve, with modern realities; (c) insufficient amount of financing for the accumulation of material assets of the state reserve; (d) inconsistency of the nomenclature of material assets of the state reserve with the strategic needs of the state for the implementation of measures provided for by legislation; (e) inefficient management of stocks of material assets of the state reserve; (f) failure to timely refresh material assets of the state reserve; (g) the availability of stocks of material values in the state reserve expired; (h) complex and long-term procedure of debooking material values of state reserve; (i) high level of wear and tear of warehouses, refrigerating chambers and tanks for storing petroleum products at enterprises of the state reserve system; and (j) limited financial resources to maintain them in proper condition, timely replacement of equipment, implementation of energy-saving technologies. As a result, the financial resources obtained from the sale of material assets of the state reserve are not sufficient for their refreshment and replenishment of stocks, as well as for reimbursement of costs for responsible storage. The condition of stocks of material assets of the state reserve is negatively affected by numerous cases of failure to ensure their preservation by responsible custodians and ineffective management of stocks of material assets of the state reserve, especially the food group of goods, as a result of which there are cases of expiration date of foodstuffs, which not only makes it impossible to sell these products, but also requires additional funding for its disposal. In particular, as of the beginning of 2022, material values of the food group (stocks of canned meat, dairy products and fish, sunflower oil, sugar) are recorded in the state reserve with an exceeding normative storage period. Reform of food basket requires storage in warehouses of the state reserve system under the condition of increasing the efficiency of enterprises and due to the involvement of state and private market operators. Food basket of state material reserve must include protein and soup mixes, breast milk substitutes, encapsulated dietary fats, dietary supplements, freeze-dried vegetables and fruits, long-term storage products, water purification tablets.
