Abstract
This Order establishes new national requirements for milk, dairy products, and spreadable fats. The Regulation is based on existing food safety legislation and aligns with the national commitments under EU integration and technical regulation reforms. It formally approves detailed Requirements governing quality indicators, production processes, labelling, and market circulation of these products. Transitional provisions allow products compliant with previous rules to remain on the market until the end of their shelf life.
The Requirements define the scope and key concepts applicable to milk and dairy products placed on the internal market, whether domestically produced or imported. They establish precise definitions for products such as milk, cream, butter, dairy fats, and dairy products, including compositional criteria (e.g., fat and protein content). The Regulation also sets rules on product naming and labelling, restricting the use of dairy-related terms to genuine dairy products and prohibiting misleading descriptions. It further specifies categories of drinking milk (raw, whole, low-fat, skimmed) and sets minimum standards for composition, processing conditions, and optional modifications such as enrichment or lactose reduction, provided proper labelling is ensured.
In addition, the Regulation introduces detailed requirements for spreadable fats, including classification, compositional thresholds, and naming conventions aligned with fat content and product characteristics. It establishes strict rules for labelling (e.g., use of terms like “butter,” “traditional,” or “light”), allowable deviations in fat content, and testing procedures based on sample analysis to verify compliance. Only products meeting these standards may be marketed or supplied to consumers. The document also includes annexes listing product categories, classification codes, and traditional products exempt from certain naming restrictions, ensuring harmonized application across the sector and consistency with broader food information and safety legislation.
