Abstract
The Strategy aims to effectively address the challenges faced by small and medium-sized businesses in Ukraine by implementing the recommendations of the Organization for Economic Co-operation and Development (OECD), especially in the context of martial law and expectations for post-war reconstruction. This Strategy is closely linked to recent OECD research on small and medium-sized businesses, in particular the recommendation to expand access to a variety of financing instruments.
The goal of the Strategy is to improve state policy in the field of development and support of small and medium-sized businesses as a key sector of the domestic economy by creating conditions for sustainable development, creating added value and digital transformation, facilitating access to financing, and supporting the growth of small and medium-sized businesses in the domestic and foreign markets, especially in the EU internal market.
The Strategy contains four strategic objectives: (a) restoration and facilitation of the business process; (b) promoting innovative development, digital transformation and the “green transition”; (c) development of human capital and entrepreneurial culture; and (d) strengthening competitiveness and increasing exports.
Small and medium-sized businesses in Ukraine are characterized by a significant imbalance between small and medium-sized business entities that exist as legal entities - enterprises and as individual entrepreneurs. Enterprises in the “processing industry” sector spend the most on innovation, scientific research, and scientific and technical (experimental) developments.
An important element of the implementation of this Strategy is ensuring the inclusive development of small and medium-sized businesses. This Strategy provides for measures to ensure equal opportunities, support for certain categories of the population, such as people with disabilities, war veterans, internally displaced persons, as well as for inclusion categories such as gender, age, and ethnicity (including immigrants). It is planned to provide separate support to young citizens who are receiving education. Encouraging young people who are receiving education to engage in entrepreneurship will increase the innovativeness of enterprises, strengthen their cooperation with higher education institutions and scientific institutions, and reduce youth unemployment.
