Abstract
The scope of the Program is to develop and implement an effective mechanism for the trade of agricultural commodities and their processed products by producers of all forms of ownership, ensuring access of small and medium-sized enterprises producing agricultural products to wholesale markets, improving the quality of agricultural products, reducing their prices and consumer inflation, as well as improving the environmental situation in the regions.
The problem can be solved in three ways, which include: (a) the provision of state support, which guarantees absolute control of wholesale markets by state authorities and creates favorable conditions for attracting loans and international technical assistance; (b) financing from state and local budgets the development of land management documentation, implementation of other measures to create wholesale markets; and (c) attracting investment.
The expected results of the Program implementation are: (a) creation of about 75 thousand additional jobs directly for wholesale market participants; (b) fully satisfying consumers' needs for the quality and safety of agricultural products; (c) increasing the level of safety of agricultural commodities; (d) increasing the competitiveness of domestic agricultural commodities and creating a healthy competitive environment in the agricultural market; (e) stabilization of the price situation on the agricultural market; and (f) strengthening the export potential of the state.
