Poverty reduction strategy.

This Poverty reduction strategy is a multisectoral policy document is aimed at radical revision of existing mechanisms of state influence on the situation on the labor market, as they do not meet current requirements. The country's poverty rate remains consistently high. According to the latest available information as of 2015, 23.8 percent of the population was below the relative poverty line. Poverty among the retirement age (21.7 percent) remains high due to the low level of pension provision. At the same time, a considerable part of pensioners is outside the boundaries of social integration, so the issues of increasing their involvement in all spheres of public life, creating conditions to meet the special needs of the elderly, adapting to their needs of living conditions, jobs, transport, leisure places, etc. are urgent. Poverty risks increase as settlements diminish. The social support system for vulnerable groups needs improvement in terms of increasing its impact on poverty reduction.
The aim of the Strategy is to gradually reduce the scale of poverty, social exclusion in Ukraine and introduce new mechanisms for its prevention. The Strategy is expected to be implemented by 2020.
Main directions, objectives and ways of implementation of the Strategy shall be by increasing access to productive employment, promoting employment income growth and payments in the state social insurance system to ensure decent working conditions. The following tasks shall be performed: (a) improvement of employment policy; (b) expansion of activities and scope of public works; (c) mid-term forecasting of labor demand by region, economic activity and occupation; (d) study of mechanisms of stimulation of agricultural producers for employment of rural population; (e) the use and active promotion of flexible forms of employment for persons with disabilities, persons with depending young children or patients, young people studying, rural residents and other groups requiring special conditions for organizing work; (f) introduction of effective incentives for employment of rural population as a result of creation of flexible training network for small business, introduction of state support for family business development in rural areas; (g) development of a mechanism for involvement in the system of state social insurance, first of all pension, of interested persons employed in private peasant farms; (h) increasing access to social services in rural areas; (i) creation and provision of incentives and suitable conditions for working and living in the village of young specialists in the field of agriculture and other fields of activity; (j) development of social services in rural areas, taking into account the needs of local communities; and (k) attracting investments for the development of farms, private farms and agricultural cooperatives.
