Abstract
Partnership between the state and civil society is a significant factor in the implementation of democratic values enshrined in the provisions of the Constitution of Ukraine, in particular regarding human rights and freedoms. Considering the role of civil society in various spheres of public life, creating favorable conditions for its development and establishing interaction with its institutions is an important task for state authorities and local governments.
2026 is aimed at defining a set of interrelated strategic objectives of the state's activities in the field of promoting the development of civil society until 2026.
The basis of the state's activities in the field of promoting the development of civil society is respect for its autonomy. State authorities and local self-government bodies, avoiding interference in the formation and activities of civil society institutions, must create favorable conditions for the development of public initiatives, use transparent mechanisms to support the activities of civil society institutions, and introduce tools for public participation in the adoption and implementation of government decisions. The state's activities in this field should be based on the approach of "no solutions for civil society without civil society" and cooperation between state authorities, local governments and civil society institutions.
The goal of implementing the Strategy is to create favorable conditions for the development of public initiative and self-organization, the formation and operation of civil society institutions, the establishment of interaction between citizens, the aforementioned institutions and state authorities, and local self-government bodies, including for the implementation and protection of human and citizen rights and freedoms, the satisfaction of public interests, and the provision of public participation in the adoption and implementation of government decisions.
The strategy is based, in particular, on the principles of: (a) self-government of civil society; (b) equal opportunities; (c) participation and inclusiveness; (d) partnerships between state authorities, local governments, civil society institutions and businesses; (e) transparency and accountability; and (f) mutual responsibility of all subjects of the Strategy implementation.
This National Strategy contains VIII Sections. Section I is general part. Section II determines trends in the development of civil society in Ukraine and the state's activities in the relevant field. Section III establishes international obligations and standards in the field of promoting civil society development. Section IV establishes the purpose and principles of the Strategy. Section V specifies strategic directions. Section VI regards financial support for the implementation of the Strategy. Section VII establishes mechanisms for implementing the Strategy. Section VIII regards monitoring and evaluation of the implementation of the Strategy.
