Presidential Decree No. 511/2019 “On some measures for forest conservation and rational use of forest resources.”

The President, with a view of conservation of forests and ensuring rational use of forest resources, combating illegal logging and illegal timber trafficking, decrees as follows: (a) to introduce trade of timber through tenders; (b) to set up system of control and monitoring of timber circulation on the market from the moment of its harvesting to sale through the functioning of the unified state system of electronic timber accounting, which is obligatory for all permanent forest users; (c) to establish administrative and criminal liability for non-submission, late submission, submission of knowingly unreliable information to the unified state system of electronic timber accounting; (d) to establish the procedure for monitoring domestic consumption of unprocessed domestic timber, as well as control over the excess of domestic consumption of unprocessed domestic timber; (e) to provide access to information on the circulation of timber in the format of open data; and (f) to introduce by November 1, 2019 electronic timber accounting by state enterprises within the scope of management of the Ministry of Defense of Ukraine, as well as to ensure the publication on the Unified web portal of executive bodies monthly reports on the implementation and operation of such electronic accounting.
