PROTOCOL of veterinary and phytosanitary requirements for export of rapeseed meal from Ukraine to the People's Republic of China between the State Service of Ukraine for Food Safety and Consumer Protection and the General Administration of Customs of the People's Republic of China (GACC).

Rapeseed meal intended for export to China is a by-product of rapeseed produced in Ukraine by grinding, extraction and other processes. The State Service of Ukraine for Food Safety and Consumer Protection recommends GACC facilities that meet the requirements of this Protocol and are audited or inspected by the State Consumer Service. The GACC will evaluate the information and, if necessary, send experts to Ukraine for on-site verification and registration after passing the audit. The State Consumer Service must ensure that rapeseed meal exported to China comes from registered capacity. The list of capacities approved for exporting rapeseed meal to China should be posted on the GACC website and updated on an ongoing basis. The State Consumer Service confirms that the approved facilities comply with HACCP standards, ensure traceability and implement a management program based on HACCP principles. Rapeseed meal exported to China is stored separately from other products to avoid contamination by pests, soil, carcasses and excrement of animals, plant residues or animals. At the same time, manufacturers should not add toxic or hazardous substances or any ingredients of animal origin. Packaging bags for rapeseed meal intended for export to China must be clean and used for the first time and be free of toxins or hazardous substances. Vehicles should be thoroughly cleaned and sanitized if necessary. The State Consumer Service carries out regular official control (supervision) of processing facilities in order to guarantee the safety and sanitary and hygienic state of products. Protocol contains forms of veterinary and phytosanitary certificates.
