Abstract
Fire blight is a dangerous quarantine disease of fruit plantations. Localization measures are the implementation of a set of quarantine measures that prevent the further spread of fire blight. Elimination measures are the destruction of a quarantine disease - bacterial blight of fruit crops - in foci of infection using radical mechanical, biological and other measures. Quarantine focus is an isolated territory, in which is detected species subject to application of quarantine. This Instruction applies to all institutions, organizations, enterprises, collective farms regardless of their departmental subordination and forms of ownership, as well as individual citizens engaged in the cultivation, procurement, processing, transportation, storage and sale of quarantined plant products, establishes the procedure for implementing quarantine measures aimed at preventing the spread and eliminating outbreaks of fire blight. This Instruction is mandatory for implementation by the chief state inspectors for plant quarantine, their deputies and state inspectors for plant quarantine, who exercise state control over the implementation of plant quarantine measures during the cultivation, procurement, export, import, transportation, storage, processing, sale and use of quarantine products by enterprises and citizens. In order to detect a quarantine disease - fire blight, and take timely measures to localize and eliminate its foci, inspections of pome and stone fruit plantations, raspberries, as well as ornamental crops such as hawthorn, mountain ash, dogwood, rose, spirea, pyrocanthus, stranvaesia, and others are carried out. The development of appropriate quarantine measures depends on the correct identification of the quarantine object that is detected during the examination and inspection of quarantine plant products. In the territory with a special quarantine regime, a complex of quarantine measures is carried out aimed at destroying foci of fire blight and preventing the further spread of the disease. It is strictly prohibited export and sale of planting and inoculative material of affected crops and fruits outside the farms affected by fire blight, by all types of transport, postal items and luggage. It is allowed to use fruits harvested in fire blight outbreaks for technical processing in the special quarantine regime zone. Export of horticultural products, planting and inoculative material of affected crops from farms free from infection outside the districts, regions with outbreaks of fruit blight is subject to issuance of a quarantine certificate.
