Registration is conducted by the competent authority through inclusion in official state registers, is free of charge, and must be completed within strict time limits. The Procedure specifies application requirements, review processes, decision-making timelines, and grounds for refusal or suspension. It also introduces standardized unique registration numbers and differentiates registration processes depending on the category of operator, including specific rules for authorization activities such as issuing plant certificates or marking wooden packaging materials.
The Procedure for maintaining state registers establishes three main national registers: the register of professional operators, the register of persons authorized to work with plant protection products, and the register of laboratories. These registers are managed electronically through an integrated information system and ensure collection, storage, updating, and public access to data. The framework details how information is entered, updated, corrected, or removed, as well as rules on data protection, interoperability with other state systems, and public availability of information. It also provides for continuous operation, auditability of changes, and long-term storage of data, thereby ensuring transparency, traceability, and effective state control in the plant protection sector.
