Resolution No. 1363-r of the Cabinet of Ministers validating the Strategy for Environmental Security and Adaptation to Climate Change for the Period Until 2030.

The Strategy is a nationwide policy document developed with the aim of increasing the level of environmental security, reducing the effects and consequences of climate change in Ukraine.
The strategic goals are: (a) reducing the level of industrial pollution; (b) creation of an effective chemical safety system; (c) ensuring rational use of natural resources; (d) achieving a "good" ecological state of waters; (e) ensuring sustainable forest management and increasing the ability of forest ecosystems to adapt to climate change; (f) creation of legal and economic grounds for the introduction of hierarchy waste management; (g) increasing the efficiency of the state system of environmental impact assessment and state supervision (control) in the field of environmental protection; (h) preservation of biodiversity and ensuring the development of nature reserves in Ukraine; (i) strengthening of adaptive capacity and stability of social, economic and ecological systems to climate change; (j) inclusion of measures for environmental security and adaptation to climate change in national, regional strategies, river basin management plans; and (k) raising the awareness of representatives of central and local state authorities and local self-government bodies, which are authorized to make decisions in the field of the natural environment, on issues of mitigation and adaptation to climate change.
The main tasks of the Strategy are: (a) introduction of a system of authorization procedures for industry, respectively to European standards (integrated permit); (b) ensuring the collection of detailed and verified data on greenhouse gas emissions at the installation level; (c) promoting the achievement of a "good" ecological state of Black Sea and the Sea of Azov, areas of river basins; (d) construction of new, reconstruction and modernization of treatment facilities; (e) conducting a national inventory of forests; (f) increasing the resistance of forest ecosystems to pests and new climatic conditions, implementation of fire prevention and rapid response measures; (g) reduction of purely logging systems in the Carpathian region; (h) introduction of timber sale exclusively at actions; (i) introducing restrictions on the use of single-use plastic; (j) development of a system of monitoring and management of atmospheric air quality in zones and agglomerations; and (k) reforming the system of state supervision (control) in the field of environmental security.
