Abstract
This Resolution establishes the legal framework for the creation and operation of the Integrated Automated Radiation Monitoring System (IASRM). It defines the system as a national information and communication infrastructure designed to collect, process, store, and disseminate radiation data. The system is intended to support decision-making on radiation protection, provide timely information to authorities and the public, and ensure compliance with international obligations on nuclear accident notification and monitoring. Key institutional roles are assigned to the State Nuclear Regulatory Inspectorate (data processing center) and the State Emergency Service (accident consequence forecasting center).
The IASRM integrates data from multiple sources, including object-level and departmental radiation monitoring systems operated by nuclear facilities, environmental monitoring networks, and other authorized entities. It functions as a unified platform that automates the collection and exchange of radiation measurements, maintains electronic databases, and enables information sharing both nationally and internationally. The system supports continuous monitoring, early detection of abnormal radiation levels, and forecasting of potential impacts on public health and the environment. It is interoperable with international systems such as EURDEP and IRMIS, ensuring cross-border data exchange and alignment with global standards, including those of the IAEA.
The Regulation further defines the system’s structure, operational modes, and responsibilities of participating entities. IASRM operates in several modes, including normal conditions, heightened alert, emergency response, and recovery, each with specific monitoring and reporting requirements. It establishes technical, organizational, and cybersecurity standards, as well as rules for data access, public communication, and integration with national digital platforms. Funding is provided through the state budget, supplemented by international assistance and contributions from participating organizations. Overall, the system is designed to enhance Ukraine’s capacity for radiation safety management, risk assessment, and emergency preparedness through a coordinated, data-driven approach.
