Abstract
State Forest Management Strategy until 2035 was elaborated with the consideration of the extremely important role of forests for the ecological, economic and social stability of the state, especially in the conditions of climate change, the need for systematic improvement of forestry management to ensure the long-term interests of the state based on the combination of the principles of state regulation with the mechanisms of market relations in view of the goals of decentralization of power, increasing the number of jobs, employment of the rural population, minimizing corruption risks and committing offenses, establishing open, transparent mechanisms for making management and personnel decisions using a gender-oriented approach and providing primary raw materials to domestic producers by creating a transparent timber market.
The scope of the development of the Strategy is to ensure effective management of forests based on sustainable forestry management, preservation of biodiversity in forests, forest management adapted to climatic changes, popularization of the forestry profession in society, ensuring financial stability of the forest industry and creating favorable conditions for the activation of the development of woodworking and related industries economy. The Strategy was developed taking into account the need for a unified state policy in the field of forest relations, changes that have taken place in forestry in recent years, and Ukraine's international obligations. The Strategy is aimed at defining strategic goals and indicators for solving environmental, economic and social problems of forestry and creating conditions for its sustainable development, taking into account geographical and other features. There is an urgent need to improve the information support system of forest management on the basis of the introduction of a national forest inventory and improvement of forest monitoring.

Effective forest management is expected to be carried out by: (a) changes in the model and mechanisms of state management in the field of forestry economy; (b) optimization and reorganization of the structure and mechanism of state forest management; (c) changes in the rules for the implementation of forestry activities, which are aimed at methods of forestry that are close to nature and the gradual abandonment of continuous felling; (d) ensuring the transparency of forestry activities in the open part of electronic sale of timber; (e) implementation of a new system of organization of protection of forests, prevention of illegal felling and circulation of illegally harvested timber; (f) development of a set of measures to prevent the sale of illegally harvested timber; (g) development and implementation of forest rehabilitation programs and restoration of forest resources damaged as a result of military operations in eastern Ukraine; (h) application of a gender-oriented approach; (i) creating a safe and comfortable working environment for both men and women; and (j) improvement of methods of management of forest species in nature reserves, in the exclusion zone and in the southern and eastern regions of Ukraine.
