Resolution No. 222 of the Cabinet of Ministers validating Program for the Development of State Statistics until 2023.

Program for the Development of State Statistics until 2023 is a nationwide multi-sectoral policy document defining strategic directions and perspective tasks, aimed at ensuring continuous improvement of statistical quality of the information, contains the expected results of their implementation and is the sixth long-term program since Ukraine's independence. The basis of the national statistical system classifications is the European system of classifications, and national statistical classifications are used in statistical observations based on legislation. Information is published on the website of the State Statistics Service on procedures for access to statistical information.
The goal of this Program is to reform government statistics to meet modern needs of society in an objective, reliable and impartial statistical information that meets the basic principles of official statistics approved by the UN General Assembly and the Code of Conduct of European statistics, for making informed decisions, conducting research and open discussions.
Development of statistics shall be applicable to the following fields: (a) implementation of international standards; and (b) transition to a process-oriented statistical information management system with the use of the latest available information technologies.
In accordance with international standards and recommendations, methodology of compiling national accounts was developed, containing the following sections: (a) environmental account for air protection; (b) updated statistical classification of products and external accounting methodology for trade in goods and services; (c) updated methodological provisions on statistics of scientific, scientific-technical and innovative activity of enterprises, the method of calculation of the total index of innovations; (d) methodological principles of business activity statistics and calculation of the economic sentiment indicator; (e) calculation of energy balance of Ukraine; (f) economic accounts of agriculture and receipts for processing of agricultural commodities; and (g) principle of process-oriented method of collection, processing and distribution of statistical information.
Expected results of the Program implementation shall be as follows: (a) reduce the level of reporting burden on respondents; (b) reduction of reporting from small and micro business entities, filling in no more than three reporting forms annually; (c) increase of the share of reports to government agencies in electronic form up to 90 percent; (d) creation of a web portal of the State Statistics Service; (e) improvement of the statistical literacy of society; and (f) introduction of data and metadata collection for information support of the monitoring of Sustainable Development Goals at the national level.
