Abstract
This Resolution approves a unified Procedure governing the development, monitoring, and evaluation of strategies that serve as the basis for formulating public investment proposals. The Procedure applies to medium-term sectoral or cross-sectoral strategies (three to seven years) financed, among other sources, by public investments, and links strategic policymaking with national public investment planning. It aims to ensure evidence-based, results-oriented, and fiscally coherent strategic documents within the government system.
The Procedure sets detailed requirements for strategy preparation, including mandatory ex ante and ex post analysis, problem identification, risk assessment, stakeholder and expert engagement, and a clear hierarchical structure of strategic goals, tasks, measures, and indicators. Strategies must include between two and five measurable strategic goals, supported by quantified indicators with baseline, intermediate, and target values. Each strategy must be accompanied by an operational plan detailing measures, timelines, responsible actors, and performance indicators, while excluding individual public investment projects, which are regulated separately.
The document also establishes a comprehensive framework for continuous monitoring, periodic (quarterly and annual) reporting, intermediate and final evaluations, and public disclosure of results through open data and digital dashboards. It defines standardized reporting forms, responsibilities of involved authorities, and requirements for the use of software tools to track implementation and financial efficiency. The Procedure regulates strategy revision and early termination, requires indicative financial forecasting aligned with the budget declaration, and attaches mandatory templates and checklists to ensure consistency, transparency, and accountability in strategic planning linked to public investments.
