Resolution No. 461 of the Cabinet of Ministers validating the Regulation on approval of state registration of animal breeding facilities and market operators.

This Regulation defines the state registration procedure of: (a) animal breeding facilities intended for keeping, breeding, growing domestic land animals, bees, aquaculture facilities, collection, production, processing of reproductive material, as well as other livestock facilities that are not subject to approval in accordance with Article 43 of the Law of Ukraine "On Veterinary medicine"; and (b) market operators who conduct activities related to: transportation of domestic ungulates for the purposes of export from Ukraine; collection of domestic ungulates and/or poultry without the use of facilities, in particular market operators who sell or buy the aforesaid animals. The facility operator, under whose management are the animal breeding facilities, and the market operator who carries out the specified activities, are obliged to submit (send) to the territorial body of the State Food and Consumer Service an application for state registration of livestock capacity/market operator in accordance with this Regulation. If during the registration of animals, anti-epizootic measures, or as a result of state control measures, an unregistered animal breeding facility (of a market operator) whose state registration is required by law is found, and the information necessary for its state registration is received, the territorial body of the State Food and Consumer Service carries out state registration of such animal breeding facility (market operator) on its own initiative, of which it informs the facility operator (market operator) in writing within five working days from the day of state registration. Each individual animal husbandry facility or group of aquaculture facilities is subject to mandatory state registration.
