Resolution No. 472 of the Cabinet of Ministers validating the Procedure for providing mentoring support to young entrepreneurs.

This Resolution establishes a national framework aimed at supporting persons aged 18–25, including internally displaced persons and persons with disabilities, who either receive microgrants for starting or developing a business or intend to become entrepreneurs. Mentoring support is defined as a combination of educational activities and ongoing guidance designed to build entrepreneurial knowledge, business planning skills, financial management capabilities, and practical experience in running a business.
The Procedure sets out the forms and organization of mentoring support, including training, consultations, individual mentoring, and assistance related to obtaining microgrants. Mentors may include representatives of legal entities, educational institutions, international and civil society organizations, private consultants, and entrepreneurs who provide support on a voluntary and unpaid basis. The State Employment Service plays a central coordinating role, working with partners to recruit mentors, organize training programs (lasting up to three months), manage participant registration—primarily through the Diia portal and the “Obrii” information system—and issue certificates confirming completion of training and mentoring activities. Financing may come from international donors, social insurance funds, and other lawful sources.
Completion of training and mentoring is confirmed by a certificate, which serves as a legal basis for obtaining a microgrant. The Procedure also provides for individualized post grant mentoring during the first 12 months of business activity, based on analysis of business performance indicators such as job creation and taxes paid. In addition, the Resolution amends the existing microgrant procedure by exempting certified young entrepreneurs from mandatory personal interviews when applying for grants, deeming the interview successfully passed once certification is confirmed. The document clarifies exclusions, notably that it does not apply to entities seeking youth work grants under separate budgetary support schemes.
