Abstract
This Resolution establishes a comprehensive legal framework for epidemiological surveillance and the conduct of epidemiological investigations of epidemics, outbreaks of infectious and mass non infectious diseases, and public health emergencies. In order to implement epidemiological surveillance, data obtained from the results of state supervision (control) in areas of economic activity that may pose a risk to the health and sanitary and epidemiological well-being of the population, in particular in the field of food safety, are used. The State Service for the Supervision of Food and Consumer Protection of Ukraine shall be responsible for conducting an epidemiological investigation regulated by legislation on food products, feed, animal by-products, animal health and welfare, ensuring chemical safety and management of chemical products, handling genetically modified organisms.
The Procedure for Epidemiological Surveillance defines the objectives, principles, methods, and organizational structure of surveillance activities. It outlines different surveillance models (indicator based, event based, sentinel, active, routine, enhanced, and syndromic surveillance) and sets out their application depending on the sanitary epidemiological situation. The procedure specifies the roles and responsibilities of key actors, including the Ministry of Health, the chief expert public health institution, regional Centers for Disease Control and Prevention, sectoral authorities (defense, interior, border, security services), laboratories, healthcare providers, and other public and private entities. It regulates data sources, inter agency data exchange, analytical outputs, planning instruments, and the use of surveillance results for decision making, emergency response, international reporting, and policy development.
The Procedure for Conducting Epidemiological Investigations establishes standardized rules for investigating individual cases, outbreaks, epidemics, and public health emergencies, covering both infectious and mass non infectious diseases. It defines triggers for investigations, timelines, investigative bodies, commissions, powers of investigators, documentation requirements, and interaction with inspection and enforcement authorities. The procedure details investigative measures, laboratory and field studies, determination of causes, risk factors, responsible parties, and the implementation of medical sanitary and restrictive anti epidemic measures. It also regulates communication, record keeping, archiving, oversight, and appeal mechanisms, ensuring a unified, transparent, and legally grounded approach to public health incident management.
