Abstract
This Resolution aims to update and streamline the regulatory framework governing licensing and oversight of businesses engaged in hazardous waste management, aligning it with recent legislative reforms in administrative procedure, waste management, and economic regulation.
The Resolution introduces extensive amendments to the Licensing conditions previously approved, clarifying the scope, forms, and procedures for obtaining, reissuing, suspending, renewing, expanding, or terminating licenses for hazardous waste management activities. It designates the Ministry of Economy as the licensing authority, refines documentation requirements, updates application forms, and incorporates new safeguards, including declarations on the absence of control or trade relations with entities linked to armed aggression against Ukraine. The amendments also specify procedural timelines, digital and paper-based submission options, accessibility requirements for facilities, and rules for changes in operational capacity or locations.
In addition, the Resolution obliges existing license holders to submit updated documents within one month of its entry into force, and adjusts the competences of the Ministry of Economy, Environment, and Agriculture accordingly. The Resolution marks a transition period for businesses to comply with the revised licensing regime and reinforcing state control over hazardous waste management activities.
