Abstract
The state regional policy until 2027 is based on taking into account, during strategic planning, key challenges that affect people, infrastructure, the security environment, the economy, and will also include building a culture of partnership and cooperation, focused on the interaction of state authorities, local governments and citizens regarding development. State regional policy measures will be formed on the basis of acquired experience, collected data, conclusions, recommendations, results of analyses and evaluations to ensure and maintain high standards of management and implementation of state regional policy, which requires the functioning of relevant specialized analytical tools, databases for policy formation and evaluation.
The key tasks and challenges of Ukraine in terms of adaptation to EU procedures and best practices include the creation of a regulatory framework for the management of structural funds, strengthening the role of the central executive body that ensures the formation of state regional policy, introducing multi-level governance and coordination between various entities participating in the development of programs and management of EU funds, as well as the creation of appropriate tools for the preparation, management, monitoring and control of programs and projects.
The strategic goal of the state regional policy until 2027 is to strengthen the socio-humanitarian, economic, and spatial cohesion, increase the level of security and well-being of citizens by meeting the needs of regions and territorial communities in restoring infrastructure and modernizing the economy on the principle of better than before, effectively using the internal potential of territories, and developing a system of democratic, decentralized, and inclusive multi-level governance.
State Strategy for Regional Development sets forth the following priorities: (a) restoration and development of infrastructure; (b) development of institutional capacity of local governments at the regional and local levels in the areas of strategic planning, project management, digitalization, and anti-corruption; (c) development of human capital, restoration of entrepreneurial activity and economic growth based on the internal potential of territories and regional smart specializations; (d) involving citizens in decision-making at the state, regional and local levels; (e) building partnerships, developing intermunicipal, interregional and cross-border cooperation; (f) promoting the economic development of regions by attracting investments for the implementation of innovative projects; and (g) restoration and development of the system of social services at the regional and local levels.
