Resolution No. 72 of the Cabinet of Ministers validating the State Targeted Economic Program for the Development of Livestock Breeding for the Period Until 2033.

This Targeted Economic Program for the Development of Livestock Breeding for the Period Until 2033 aims to create conditions for sustainable growth of the livestock sector, ensuring food security, meeting domestic demand for animal products, and expanding export potential. It emphasizes the strategic importance of animal husbandry within the agricultural sector, linking it to economic development, rural employment, environmental sustainability, and adaptation to climate change, while also addressing challenges stemming from the ongoing war and supporting post-war recovery.
The Program outlines a comprehensive policy framework combining state regulation and market mechanisms to modernize livestock production, improve productivity, and enhance competitiveness. Key measures include financial support, investment incentives, development of large-scale and small farming systems (including cooperatives), promotion of high value-added production, and alignment with EU standards on food safety, animal welfare, and environmental protection. It also prioritizes genetic improvement of livestock, digitalization of farm management, strengthening veterinary and sanitary controls, and expanding advisory services and training to improve sector capacity and innovation.
Implementation is supported by a detailed set of tasks, performance indicators, and funding allocations for 2026–2033, with financing primarily from the state budget supplemented by international assistance and private investment. Expected outcomes include increased livestock numbers and productivity, growth in domestic processing and exports, reduced import dependence (especially for genetic resources), improved quality and safety standards, and enhanced rural employment. The Program also targets environmental sustainability through waste management, reduced emissions, and adoption of circular economy practices, while ensuring animal welfare and compliance with international standards, ultimately strengthening Ukraine’s agricultural resilience and competitiveness.
