Resolution No. 752-r of the Cabinet of Ministers validating the State Strategy for ensuring equal rights and opportunities for women and men for the period until 2030 and approval of the operational plan for its implementation for 2022-2024.

Ensuring equal rights and opportunities for women and men is recognized throughout the world as the most important factor in achieving sustainable development, as well as a condition for building a legal and democratic state in which human rights and freedoms are guaranteed and ensured.
The approval of the State Strategy for ensuring equal rights and opportunities for women and men for the period until 2030 is conditioned by the need to ensure the implementation of a unified state policy aimed at achieving equal rights and equal opportunities for women and men in all spheres of life in society, improving the mechanisms for its implementation. The Strategy is aimed at uniting society in understanding the values of human rights and freedoms, which are ensured and protected on the basis of the principles of equality and non-discrimination for all women and men, boys and girls, at the consolidation of the actions of central and local executive authorities and local self-government bodies, international organizations, social partners, public associations, other representatives of civil society, institutions and organizations of various fields, the private sector, etc., to implement international and national obligations to ensure equal rights and opportunities for women and men for the sustainable development of the state in all areas.
To ensure the stability of Ukraine, its restoration and further development, it is important to preserve the achievements of state policy in the field of ensuring equal rights and opportunities for women and men, as well as the integration of a gender approach in all strategies, development programs, and the use of a gender-oriented approach in the budget process. This will ensure equal participation and consideration of the needs and interests of women and men belonging to different population groups in the processes of reconstruction and development of the state.
The Strategy is based on the following principles: (a) rule of law, legality and justice; (b) equality and non-discrimination in ensuring human rights; (c) intersectionality and consideration of the needs of different groups of women and men depending on the possibility of discrimination based on age, gender, place of residence, marital status, presence of disability, HIV-positive status, ethnicity and/or nationality and other characteristics; (d) objectivity and reasonableness of identifying problems in the field of ensuring equal rights and opportunities of women and men, searching for optimal options for their solution; (e) inclusiveness and broad, active and significant involvement of women and men and all interested parties in the implementation, monitoring and evaluation of the progress of the implementation of the Strategy; (f) compliance with international norms and obligations; (g) openness of the process of implementation of the provisions of the Strategy and a reliable mechanism of accountability, including specificity, attainability of goals and measurability of the expected results of the implementation of the Strategy; and (h) ensuring a timely response to new challenges in the field of human rights.
The purpose of the Strategy is to reduce the actual inequality between women and men in all spheres of society and to ensure the implementation of international and European standards of equality. The result of the implementation of the Strategy should be the application of a systemic approach to the implementation of the state policy of ensuring gender equality and the consolidation of the actions of central and local executive authorities, local self-government bodies, civil society institutions, business entities to ensure equal rights and opportunities for women and men in all spheres of daily living.
Strategic goal 1. The national mechanism for ensuring equal rights and opportunities for women and men functions effectively and has the capacity to support the formation, implementation, monitoring and evaluation of gender equality policies in various spheres of public life and at all levels. Strategic Goal 2. Women and men are free from violence, including violence related to hostilities and armed conflicts, have equal access to justice and participate equally in peacebuilding and post-conflict reconstruction. Strategic goal 3. Women and men enjoy equal rights and opportunities for human development in the field of education, health care, social protection, culture and sports. Strategic goal 4. Women and men participate equally in various spheres of economic activity, benefit from the results of sustainable economic development and have equal access to all types of economic resources.
