Resolution No. 830 of the Cabinet of Ministers validating the Regulation on the provision of heating energy supply services and standard contracts for the provision of heating energy supply services.

This Regulation determines the relationship between an economic entity engaged in economic activity for the supply of thermal energy (contractor), and individual and collective consumers (client) who receives or intends to receive a service for the supply of thermal energy (service ), and establishes the requirements for service quality, units of measurement of the amount of thermal energy consumed by the client, and the procedure of payment. The service is provided to the consumer for heating needs or to an individual heating point of the consumer for heating and preparation of hot water. The Contractor ensures compliance of quantitative and qualitative characteristics of the service with the established standards: (a) under an agreement with an individual consumer (with maintenance and repair of indoor heating system) - on the border of indoor systems of an apartment building and engineering systems of the consumer's premises; and (b) under the agreement with the collective consumer, the collective agreement, the individual agreement, the agreement with the owner (user) of the building - on the border of the centralized engineering and technical systems of delivery of service of the executor and internal systems of the apartment house (building). Annexes contain: (a) standard contract with an individual consumer for the provision of heat supply services (with the implementation of maintenance and repair of indoor heating system); (b) standard contract with an individual consumer for the provision of thermal energy supply services; (c) standard agreement with a collective consumer on the provision of heat supply services; (d) standard collective agreement for the provision of heat supply services; and (e) standard contract with the owner (user) of the building for the provision of heat supply services.
