Resolution No. 907-r of the Cabinet of Ministers validating Energy Security Strategy.

This Strategy is a component of the system of ensuring national security, a strategic planning document, contains an analysis of risks to energy security with a definition of their criticality, identifies priorities for ensuring energy security, describes strategic choices, goals and objectives aimed at preventing the occurrence of situations that are potentially capable of creating risks to energy security of Ukraine. The goal of the state policy of Ukraine in the field of energy security is to ensure the protection of national interests in the field of ensuring access to reliable, stable, affordable and modern sources of energy for all consumers in a technically reliable, safe, cost-effective and environmentally acceptable way in normal conditions and crisis situations exclusively within the limits and the method specified by law. The fuel and energy complex is in a critical state.
Energy security is inextricably linked to the success of European integration, synchronization of energy systems and markets with European ones and sustainable development of the sector. At the same time, ensuring energy security can be hindered by the current state of the fuel and energy complex, challenges and risks emerging in the energy markets. The fuel and energy complex is in a critical state.
The scope of this Strategy is to define the target model of the energy security system as a component of national security and to form directions for its implementation. This Strategy is aimed at implementing a strategic choice - introduction of a system of governance and management in the energy sector, based on the principles of the functioning of EU energy markets, namely: (a) the priority of ensuring the sustainable development of the national economy and fully ensuring access to reliable, sustainable, affordable and modern energy sources for all categories of consumers; (b) transparency of state regulation, stability of energy policy and continuity of management decisions; (c) liberalization, promotion of competition and prevention of monopoly on energy markets, guaranteeing free access to markets and networks; (d) state intervention in the activities of business entities and market pricing mechanisms exclusively within the limits and in the manner determined by legislation; (e) the priority of innovative technological development of the energy sector, taking into account the priorities of energy security, environmental protection and low carbon development of the economy; (f) preventing energy poverty and ensuring social protection of vulnerable categories of consumers in a way that does not distort the functioning of competitive energy markets; and (g) ensuring energy security through solidary cooperation between all subjects of energy markets and development of public-private partnership.
