Abstract
State Strategy for regional development until 2020 is a multisectoral nationwide document that defines the goals of the state regional policy and the main tasks of central executive bodies and local self-government and provides for coherence of national regional policy with other state policies aimed at territorial development.
The implementation of the Strategy will allow to define an integrated approach to the formation and implementation of state regional policy, which will involve a combination of the following components: (a) increase the level of competitiveness of regions by diversifying the structure of the economy; and (b) achievement of uniform and balanced territorial land-use planning and development of inter-regional cooperation, strengthening of rural potential. The Strategy aims at identifying tasks and tools for solving social problems, enhancing the economic potential of territories, productivity of their economy, profitability of business and incomes of the population and, as a consequence, creating conditions for the general improvement of social standards, quality of life and development of business environment.
The state regional policy in Ukraine requires coordination of goals and activities with the priorities of sectoral policies, in particular: (a) economic development and investment; (b) entrepreneurship and regulatory environment; and (c) labor market. Sustainable development shall be to ensure sustainable, economical and efficient use of energy, material, natural and other resources to meet the needs of the present generation, taking into account the interests of future generations. One of the objectives shall be development of public-private partnerships by enhancing interaction in the system local self-government - business - territorial community .
Rural development shall be performed through the following policies: (a) providing state support to increase the level of rural development as a sphere of life, activity and life of peasants, differentiate policies on agricultural support and rural development; (b) creating equal conditions for the support of agricultural producers, regardless of their type, type, size, form of ownership and management; rationalizing the structure of agricultural production to increase its added value; (c) diversification of agricultural production, development of alternative types of economic activity in rural areas; (d) promotion of employment in rural areas outside the agricultural sector, including the development of agrarian business, rural tourism, folk crafts and crafts, service businesses, the collection and processing of wild berries and mushrooms, medicinal raw materials, etc.; and (e) reconstruction and modernization of irrigation systems.
Rational use of natural resource potential, preservation of cultural heritage and valuable natural territories shall be performed through: (a) conservation in the regions of biological and landscape diversity, reproduction of natural complexes, land and water resources, formation of a national ecological network; (b) rational use of recreational resources of territories and objects of the nature reserve fund for employment of population in the regions; (c) promotion of public participation in nature reserve fund management; (d) conservation of cultural heritage; and (e) development of green tourism in rural areas.
