Sustainable Development Strategy "Ukraine - 2020".

The Sustainable Development Strategy "Ukraine - 2020" defines the goal, vectors of movement, roadmap, top priorities and indicators of appropriate defense, socio-economic, organizational, political and legal conditions for the formation and development of Ukraine.
The goal of the Strategy is to introduce European living standards in country and bring Ukraine to a leading position in the world.
To this end, forward movement will be carried out along the following vectors: (a) the vector of development is ensuring the sustainable development of the state, carrying out structural reforms and, as a result, raising living standards; (b) the security vector is ensuring guarantees of security for the state, business and citizens, protection of investments and private property; and (c) the vector of responsibility is ensuring that every citizen, regardless of race, skin color, political, religious and other beliefs, gender, ethnic and social origin, property status, place of residence, language or other characteristics, will have access to high-quality education, health care and other services in the public and private sectors.
Implementation of the Strategy shall entail the following reforms: (a) public administration reform with a view to build a transparent system of public administration, create a professional institute of civil service, and ensure its effectiveness; (b) deregulation and entrepreneurship development is aimed at creating a favorable environment for doing business, developing small and medium-sized businesses, attracting investment, simplifying international trade, and increasing the efficiency of the labor market; (c) reform of the national healthcare system is aimed at creating a patient-oriented system capable of providing medical care for all citizens of Ukraine at the level of developed European countries; (d) the aim of the tax reform is to build a tax system that is simple, economically fair, with minimal time spent on calculating and paying taxes, creates the necessary conditions for sustainable development of the national economy; and (e) the main task of the reform of energy sector is to ensure energy security and transition to energy-efficient and energy-saving use and consumption of energy resources with the introduction of innovative technologies.
