Abstract
The Animal Feeds Act, 2024 establishes a comprehensive regulatory framework for the production, importation, storage, exportation, and sale of animal feeds in Uganda. The Act applies to all animal feeds produced or stored for commercial purposes and those imported into Uganda, but excludes feeds produced for subsistence use. It creates the Animal Feeds Committee, composed of government officials and representatives of animal farmers, responsible for approving premises, licensing operators, issuing sanitary certificates, and ensuring compliance with established standards. The Act mandates that all premises involved in the animal feed business must be approved and licensed, with specific penalties for non-compliance, including fines and imprisonment. The licensing process covers production, storage, and sale, and requires annual renewal, while both importation and exportation of animal feeds are strictly controlled through permits and sanitary certification.
Additionally, the Act sets out detailed provisions for the quality and safety of animal feeds, including regulations on packaging, labeling, and the use of additives, veterinary drugs, and hormones. It establishes roles for animal feeds inspectors and analysts, granting them powers to inspect premises, analyze feed samples, and enforce compliance. The Act prohibits the sale of substandard feeds and outlines offenses and penalties for violations. It also provides mechanisms for appeals, amendments, and the issuance of regulations by the responsible Minister. Overall, the Act aims to ensure that animal feeds in Uganda meet safety and quality standards, protect animal and public health, and support the integrity of the animal feed industry.
