Comprehensive National Development Planning Framework (CNDPF).

The Comprehensive National Development Planning Framework (CNDPF) provides an integrated system for Uganda’s long-, medium-, and short-term planning anchored on a 30-year national vision, linking development planning with budgeting within a decentralized governance structure. It establishes a hierarchy of plans including 10-year national development plans, 5-year medium-term plans, sector policies, and annual budgets. The framework outlines a participatory planning process involving national and local stakeholders through macro-level consultations, sector working groups, and district-level inputs, supported by a structured sequence of planning stages from forecasting to parliamentary approval. It further defines implementation and oversight roles for key institutions and requires costed plans, regular monitoring and evaluation, mid-term reviews, and quarterly reporting to ensure accountability and alignment between development planning and national budgeting cycles. The text address that for achieving sustainable socio-economic transformation, strategic considerations that guide national planning on the efficient utilization of key resources—human, financial, land, water, mineral, and ecosystem assets—should be considered.
