Fourth National Development Plan (NDPIV) 2025/26 - 2029/30.

The Plan sets out Uganda’s medium‑term strategy for the period 2025/26–2029/30, aiming to accelerate socio‑economic transformation through industrialisation, increased household incomes, and private sector‑led growth. The Plan addresses structural constraints such as limited value addition, land tenure challenges, and weak productivity in key sectors, while promoting programmes for agro‑industrialisation, human capital development, and regional economic integration. It introduces reforms to strengthen governance, planning, and public service delivery, with a focus on enhancing efficiency, reducing poverty, and expanding employment opportunities.
The NDP‑IV address agriculture and natural resource management as drivers of inclusive growth. It promotes agro‑industrialisation, improved agricultural productivity, food value chains, and market access, alongside sustainable land use and environmental conservation. The Plan also integrates measures on water resource management, climate resilience, and ecosystem protection, supporting food security and rural livelihoods. Cross‑cutting priorities include strengthening rural infrastructure, fostering innovation in agriculture, and ensuring sustainable management of forests, fisheries, and other natural resources in line with national and international development commitments.
