Abstract
The Guidelines provide a standardized framework for preparing Programme Implementation Action Plans (PIAPs) and Ministry, Department and Agency (MDA) strategic plans aligned with National Development Plan (NDP) III and Vision 2040, grounded in national legal instruments and linked to global and regional agendas. They set out required Programme Implementation Action Plans (PIAP) structures—programme outcomes, interventions, outputs, actions, indicators and targets—along with principles of participation, inclusiveness and alignment to the Medium Term Expenditure Framework (MTEF), and provide templates for results frameworks, costing and financing matrices. The Guidelines outline the PIAP formulation process, mainstreaming of cross‑cutting issues, and integration with MDA planning and budgeting cycles, and define institutional roles, coordination arrangements, monitoring and evaluation requirements, compliance mechanisms, and risk and resource‑mobilization considerations, supported by annexes on international agenda mapping, project identification and monitoring and evaluation templates.
