Abstract
These Guidelines are designed to provide a basis for protecting human health and the environment from the adverse effects of landfilling of waste. This is by implementing the principles of environmental management embedded in the National existing legislation and the use of best available techniques and best environmental practices. The Guidelines aim to provide for proper design of landfills, including siting, construction, operation, decommissioning and aftercare design requirements. This includes specific requirements for Class 1 landfills for hazardous waste and Class 2 landfill for non hazardous waste which includes biodegrable waste and landfills for inert waste other than similar waste.
The Guidelines will guide the upgrading of open dumps to sanitary landfills to conform to national law and internationally applicable industry standards and taking into consideration other factors such as social inclusiveness, the acceptability of the landfill to the local community in the vicinity of the landfill, environmental sustainability and governance concerns, as well as equipment and physical infrastructure requirements for the landfill.
The principles that will guide the management of landfills are the right to a clean and healthy environment; the precautionary principle; the polluter pays principle; the prevention before cure principle that emphasizes care and caution to be taken before an activity results into negative impacts on environment and human health; the efficiency and effectiveness principle aiming at minimising costs to obtain maximum results; the responsibility principle which puts on urban authorities of Uganda a legal obligation for the development and management of landfills for proper waste management; the participation principle which focuses on the participation of and commitments by key stakeholders, especially the local community, private sector and local authorities in the area where a landfill is established; the integration principle that emphasises the need for all sectors to integrate waste management in their plans and budgets; the use of best available techniques and best environmental practices.
