Abstract
Uganda’s Health National Adaptation Plan (H-NAP) 2025–2030 sets forth a vision of “a responsive, adaptive, and resilient health system” and a mission to establish inclusive climate-change adaptation mechanisms across the health sector. Its guiding principles emphasize a coordinated, institutionalized response to climate risks, risk-based health prioritization, and innovation. Key strategic directions include adapting to climate shocks, fostering health innovation to increase system competitiveness, enabling empowered participation of communities, and leveraging both community-based and market-driven solutions. The plan also underlines the importance of capacity building, innovative partnerships, and collaboration at local and international levels, ensuring implementation and cross-cutting integration across sectors. To align the H-NAP with national development goals, the plan promotes strong institutional frameworks, resource mobilization, and systemic integration with Uganda’s broader planning machinery. It proposes capacity-strengthening of institutions, inclusive and participatory governance, and sustained multi-stakeholder collaboration.
