Abstract
This Strategy implements the second National Development Plan (NDPII) and aims to enhance the operationalization of the Plan through a synthesized review of the existing output and outcome delivery mechanisms and frameworks. The Strategy has two specific objectives; to provide a framework for implementation of the Plan (based on lessons learnt and emerging issues), and to enhance efficiency in implementation of the Plan for sustainable achievement of national goals and objectives. The Strategy states the prerequisites for the implementation of the Plan to include; ownership of the Plan by all, political will at the national and local government levels, an integrated M&E system, effective use and management of information for decision making, increased private sector capacity, behavior change, patriotism and progressive reduction of corruption, effective monitoring and evaluation to support implementation, human resource capacity and conducive working environment, a fair and transparent pay system, effective and efficient resource mobilization and utilization, and effective partnership with non-state actors. It also addresses the weakness in the country’s systems and institutions in a guise to improve the efficacy of implementation. Some systemic reforms include, brokering a linkage between planning and budgeting and implementation, making specific reforms to budget framework papers and ministerial policy statements, etc. The institutional reforms relate to the political leadership of the Plan, the technical leadership of the Plan, the forums on the implementation of the Plan, etc. Some other reforms which support implementation include, land expropriation legal frameworks, harmonizing performance contracts for accounting officers, land reforms and physical planning, public procurement reforms, public service contractual reforms, strengthening the Uganda Development Corporation, rationalize the special regional programmes, human rights based approach, etc.
