Abstract
This Act, which is composed of 15 Parts and 2 Schedules, has the overall purpose of regulating, coordinating and overseeing maritime safety, security, training, search and rescue, and of preventing marine pollution on inland waterways. It applies to every vessel registered in Uganda and any other vessel in waters under the jurisdiction of Uganda (vessels of the Uganda People's Defence Forces and the Uganda Police Force are excluded from application and so are matters relating to vessels on Lake Victoria).
The Act covers its own administration and jurisdiction and all inland navigation matters: issues concerning the registration and licensing of vessels, issues relating to the crew engagement, including manning, surveys and inspections. It also encompasses questions inherent to the safety of navigation such as the prevention of collisions, the load lines, the carriage of dangerous goods and the vessel's seaworthiness. Furthermore, it covers the declaration and management of inland ports, the questions related to wreck and salvage of ships, the prevention of pollution from vessels (waste discharge, oil record book, oil emergency plans, insurance) and the investigations into marine casualties.
