Abstract
This National Agriculture Policy (NAP) shall be guided by six principles derived from the country’s lessons learned in implementing the PEAP, the PMA, and decentralized governance through the Local Government Act of 1997. The overall objective of the agriculture policy is to achieve food and nutrition security and improve household incomes through coordinated interventions that focus on enhancing sustainable agricultural productivity and value addition; providing employment opportunities, and promoting domestic and international trade. To achieve the broad objective, Government shall pursue six inter-related specific objectives to be achieved through specific strategies, working closely with stakeholders in agriculture, including central and local administrations, private sector, civil society, farmers, and development partners. The Objective 1: Ensure household and national food and nutrition security for all Ugandans (Section 3).
The vision of the policy is “A Competitive, Profitable and Sustainable Agricultural Sector” and the mission is to: “Transform subsistence farming to sustainable commercial agriculture.” Objective 2 promotes: Increase incomes of farming households from crops, livestock, fisheries and all other agriculture related activities. Objective 3: Promote specialization in strategic, profitable and viable enterprises and value addition through agro-zoning. Farmers have to increase the volume of their output, improve quality, undertake market discovery and organize for collective marketing. Increased access to recommended technologies and inputs and mechanization is critical for raising farm productivity (Section 3).
Government interventions will strive to achieve equity in agricultural growth by ensuring that agricultural interventions are balanced across the different regions, agricultural zones, and between genders. Where necessary, government shall give focused attention to parts of the country with specific needs and to vulnerable or marginalized groups (Section 3).
Objective 4 promotes domestic, regional and international trade in agricultural products. Objective 5 aims at ensuring sustainable use and management of agricultural resources. Commodities that are best suited for each zone will receive public sector support for the purposes of food security and for commercialization. Government shall continue to provide agricultural services through the decentralized system and will work to strengthen this system. Government interventions will strive to achieve equity in agricultural growth by ensuring that agricultural interventions are balanced across the different regions, agricultural zones, and between genders. Where necessary, government shall give focused attention to parts of the country with specific needs and to vulnerable or marginalized groups. Agricultural development services will be provided to all farmers, ensuring gender equity. enable commercial small- and medium-scale production and processing enterprises to sustainably participate in markets (Section 3).
