The National Climate Change (Climate Change Mechanisms) Regulations, 2025.

These Regulations establish Uganda’s legal framework for implementing climate change mechanisms in line with Article 6 of the Paris Agreement. They regulate the measurement of greenhouse gas emissions using IPCC Guidelines, provide a two-stage approval process for climate change projects (including documentation, sustainable development criteria, and benefit-sharing requirements), and create systems for accreditation and oversight of verifiers. The Regulations govern the validation and verification of projects, issuance and registration of emissions reduction units in a national register, and the ownership, domestic transfer, and international transfer of such units, including requirements for corresponding adjustments and payment of prescribed fees. They also impose reporting obligations, provide penalties for non-compliance, ensure public access to the register subject to the law, establish appeal mechanisms, and include transitional provisions for existing approvals.
