Abstract
This National Development Plan (NDP) covers the fiscal period 2010/11 to 2014/15. It is a multisectoral plan that aims to transform Ugandan society from a peasant to a modern and prosperous country with 30 years.
The theme of this NDP is “growth, employment, and socio-economic transformation for prosperity”.
To achieve the NDP theme, the following eight objectives were identified as being strategic: (i) increasing household incomes and promoting equity, (ii) enhancing the availability and quality of gainful employment, (iii) improving stock and quality of economic infrastructure, (iv) increasing access to quality social services, (v) promoting science and technology, innovation and ICT to enhance competitiveness, (vi) enhancing human capital development, (vii) strengthening good governance, defense and security, (viii) promoting sustainable population and use of the environment and natural resources.
In order to eliminate hunger, food insecurity and malnutrition, a number of key strategies will be implemented by the strategy in order to reduce the prevalence rate of nutrition disorders, including: increase and promote the provision of safe water supply and sanitation as well as good hygiene practice, (ii) design and implement a food production and food security enhancement programme in each epicentre.
In order to make agriculture, forestry and fisheries more productive and sustainable, the government plans strategic actions for facilitation availability and access to critical production inputs. The strategy will including the following: (i) enhance productivities of land through sustainable land use and management of soil and water resources, (ii) support the reduction of dependency on rain-fed agriculture through rehabilitation and construction of large and small scale irrigation schemes, (ii) increasing supply for water for agricultural production ( irrigation, water for livestock, aquaculture), (iii) train farmers on optimal and sustainable use of water facilities, (iv) formulate and implement incentive framework for acquisition and financing of labour saving technologies, (v) improve access to high quality inputs, planting and stocking materials, (vi) improve agricultural livelihood in northern Uganda, (vii) support research and development to promote high yield and appropriate tree varieties, (vii) regulate forestry activity on private land on line with the land use policy.
Regarding the reduction the rural poverty, the government plans to implement the following strategies (i) promote gender equality and the employment of women throughout the economy sectors, particularly in the areas of: governance, education health, employment, agriculture, trade industry and access to justice, (ii) custer villages (20-30) into one community epicenter to implement catalytic programmes that empower communities to end hunger and poverty in sustainable manner, (iii) develop non-formal employable skill in the country, (iv) promote start-ups and youth entrepreneurship products to include graduate employment, (v) increase access and equity of primary education for girls and boys.
To enable inclusive and efficient agricultural and food systems, the government plans to implement the following strategies: (i) improve access to markets by strengthening agricultural input market chains, (ii) expanding capacity of producer groups and providing information on markets, (iii) strengthen higher level farmer organisation to enhance farmer participation in market development activities, (iv) strengthen linkages between farmers and production support services (including financial services, capacity development and marketing, (v) review the tax of regime for agro-processing and storage, formulate appropriate policies and laws to assist the agro-processing sector, (increase the number of functioning and sustainable farmer ‘organisation involved in collecting marketing.
To increase the resilience of livelihood to disasters, the government plans to build capacity to respond to climate change. The strategy will including the following: (i) identify climate effects, vulnerabilities and coping measures as they relate to the various agricultural production strategies pertaining across Uganda, (ii) improve climate forecasts along with procedures for use in agricultural management, (iii) integrate climate risk management in agricultural business strategies, (iv) strengthen central and LG capacity to integrate climate change into planning, (v) restore degraded ecosystems (wetland, forests, range lands, and catchments ) to appropriate levels and increase the awareness and environmental education, (vi) reduce the social, economic and environmental impacts of disasters on people and economy.
In the context of governance, the operation of the M&E strategy will involve institutions at various levels of government. In order to avoid over-laps, role conflicts, and uncertainty in the monitoring and evaluation function during the implementation, of the NDP, roles and responsibilities of key actors are actors are specified below: (i) the president will have overall oversight responsibility for the implementation and management of the NDP and, therefore, this monitoring and evaluation strategy, (ii) the office of the prime minister (OPM) will be responsible for monitoring government performance.
