The National Employment Policy for Uganda.

The National Employment Policy for Uganda is a national policy with a multi-sectoral approach. The purpose of this policy is to guide all stakeholders on creation and enhancement of the quality and availability of gainful employment opportunities in order to promote and create more decent jobs for women and men in the basis of freedom, equity, security and human dignity.
This Policy lays down strategies to provide productive and decent employment for better lives and livelihoods for all. Macro-economic policies and investment strategies will be developed for employment creation. As a key sector in employment generation, the private sector will be supported through incentives and private sector investment will be promoted in line with the government strategy of a private sector-led economy. Investment will be encouraged in the agriculture sector for the employment of large numbers of wage workers. Moreover, agro-processing and agricultural enterprises under the Agriculture Investment Policy will be promoted to improve productivity and employment opportunities. The provision of rural financial services will be encouraged for income generating activities. The availability of reliable and timely labour market information and database will be ensured for monitoring the trends in employment in key sectors as well as trends in real wage growth for vulnerable workers, especially for those sectors of the labour market employing the poor and vulnerable women. The productivity, competitiveness and employability of the labour force will be increased, especially for the youth and other most vulnerable members of the labour force. To this end, employment skills development, training and internships will be promoted to enhance productivity and competitiveness and incentives will be provided to encourage innovation and creativity among entrepreneurs. The legal and regulatory framework will be developed in accordance with the fundamental labour standards to promote the rights of workers.
The Ministry of Gender Labour and Social Development shall be responsible for monitoring of the implementation of this Policy in cooperation with line ministries.
