Abstract
Uganda’s National Human Resource Development Planning Framework (NHRDPF) establishes a unified, multi‑level system for long‑term human capital planning addressing skills mismatches, labour‑market data gaps, weak coordination and a rapidly growing workforce by creating a hierarchy of instruments. The framework’s specific objectives are to establish a comprehensive, coordinated and prioritised human‑resource planning system at all levels, and to ensure continuous, collaborative collection and reporting of labour‑market information so that national policies, implementation and monitoring are guided by accurate data on human‑resource supply and demand. The plan frame human resource development as part of Sustainable Development Goals, around inclusive, equitable education and lifelong learning, targeting universal primary and secondary schooling, affordable vocational training and expanded access to higher education.
