Abstract
The revised NIP is developed in line with the National Development Plan (NDPII 2015-2020) which its major objective is “to promote and ensure the rational and sustainable utilization, development and effective management of the environment and natural resources for socio-economic development of the country”. The NIP seeks to contribute towards attaining sound management of chemicals in the Environment and Natural Resources (ENR) sector. Uganda has implemented some of the priority areas recommended in the NIP including: considering POPs and other chemical management aspects in the revised National Environment Act; raising awareness of POPs and other chemicals; building national capacity to identify and assess sites which are contaminated by POPs; and initiation of action to establish a national network for chemical information exchange.
The Policy provides that POPs are not intentionally produced in Uganda; they are mainly imported as pesticides and in consumer articles. The text provides a list on major POPs imported into the country. The revised NIP identified and prioritised eight strategic areas of intervention, namely: Phase out of use of Endosulfan as an agricultural pesticide and identification of cost effective alternatives (1); Development of national awareness creation and educational programmes (2); Strengthening of the regulatory framework and institutional capacities for the management of POPs and other chemicals (3); Reduction of emissions through Environmentally Sound Management (ESM) of wastes (4); Introduction of cleaner management practices for products, articles and wastes (5); Reduction of emission of unintentionally produced POPs from dumpsites (6); Enhancement of environmental monitoring programmes (7); and Introduction of environmentally sound management practices (8).
