National Planning Authority Strategic Plan 2025/2026-2029/30.

The Plan sets out Uganda’s medium-term development framework for 2025/26–2029/30, guiding national planning processes in line with Vision 2040 and the Fourth National Development Plan. The Strategic Plan strengthens the institutional role of the National Planning Authority by integrating population, physical, and spatial planning functions, and promotes evidence-based policy formulation, monitoring and evaluation, and coordinated implementation across sectors and governance levels. It further aligns national priorities with international and regional commitments, including the Sustainable Development Goals and continental development agendas.
The Plan emphasizes food security and nutrition, sustainable agriculture and rural development, water and sanitation, and climate-resilient management of natural resources. It promotes agro-industrialization, improved land and resource governance, and the integration of environmental sustainability and climate change adaptation into development strategies. The Plan also supports capacity-building in agricultural systems, sustainable land use planning, and inclusive socio-economic development, contributing to poverty reduction, resilience, and the sustainable management of agricultural, land, water, and environmental resources.
