Abstract
The National Seed Policy (NSP) outlines the vision, mission, goal, and strategies to improve the performance of the seed subsector, while the National Seed Strategy (NSS) operationalizes the policy by providing action plans, budget, and implementation arrangements. The NSS aims to develop a competitive and vibrant seed system to enhance agricultural productivity, with objectives such as generating new varieties, sustaining plant genetic resources, ensuring quality seed production, strengthening distribution and marketing, and establishing an Integrated Information Management System for the seed subsector. The implementation of the National Seed Strategy (NSS) will be guided by principles including alignment with overarching national policies, a private sector-led approach for seed production and distribution, a pluralistic structure allowing diverse actors, a commitment to gender equity, and a focus on financial realism to ensure sustainable and affordable access to high-quality seeds. The strategy will operate within existing policy frameworks, both nationally and internationally, and will integrate with evolving seed systems to enhance overall agricultural sector performance.
Part 7 of the text refers to the impacts of the Policy including wealth creation, food and nutrition security; employment generation; biodiversity and climate change conservation; and gender and youth employment. The Policy contains 8 parts referring to situational analysis, strategic direction, policy strategy and activity matrix, implementation, monitoring, impact and costs.
