Abstract
This National Social Protection Policy, consisting of seven Sections, establishes the principles to be followed for Ugandan Social Protection, such as: 1. Individual, family and community involvement; 2. Human Rights-Based Approach to Service delivery; 3. Timeliness, reliability and sustainability; 4. Appropriate measures to protect from risks and shocks; 5. Transparency and Accountability; 6. Gender Responsiveness, addressing specific risks and vulnerabilities that affect boys and girls, men and women; 7. Equity and 8. Dignity. This Policy provides for a comprehensive social protection services to address risks and vulnerabilities.
The Policy incorporates gender-sensitive design and promotes secure tenure, equitable use and sustainable management of natural resources by poor rural men and women. The goal of this Policy is to reduce poverty and socio-economic inequalities for inclusive development by 2024. The objectives of the policy are to: increase access to social security; enhance care, protection and support for vulnerable people; and strengthen the institutional framework for social protection service delivery in a gender sensitive way (Section 4).
The Government recognises the need to guarantee social security to the population and to provide assistance to people who are vulnerable either by age, social class, location, disability, gender, disaster or who do not earn any income in order to promote equity and the policy addresses the commitment and capacity for disaster and crisis risk management for agriculture, food and nutrition (Section 4).
