Abstract
The Uganda National Youth Action Plan (NYAP) primarily focuses on unlocking youth potential for sustainable wealth creation and development. It operates within the legal framework established by Article 32 of the 1995 Constitution of Uganda, which advocates for affirmative action for marginalized groups, including youth. The document aligns with international commitments made by the UN regarding youth participation, development, and peace, emphasizing the importance of human capital development for social and economic progress. Key measures outlined in the NYAP include strategies for sustainable livelihoods, employment promotion, and enterprise development. Specific objectives include strengthening the capacity of youth for gainful employment through technical, institutional, and financial capacity building. The plan also emphasizes the need for lobbying and advocacy to increase budgetary allocations for youth programs and to enhance youth representation in decision making processes. Additionally, it highlights the importance of research and documentation to identify capacity needs within youth serving organizations. The implementation framework involves collaboration among various stakeholders, including government ministries, local governments, civil society organizations, and private sector agencies. The document specifies that logistical and financial support will be provided to enhance the competencies of youth-led organizations. It also outlines the need for monitoring and evaluation mechanisms to assess the effectiveness of the action plan.
