Abstract
The Plan for Modernisation of Agriculture (PMA) is a comprehensive framework aimed at poverty eradication through sustainable multi-sectoral interventions, aligning with Uganda's broader strategy of poverty eradication outlined in the revised Poverty Eradication Action Plan (PEAP). With agriculture employing over 80% of Uganda's labor force, the PMA focuses on transforming agriculture to increase incomes and improve livelihoods, particularly in rural areas where agriculture is central to people's lives. The PMA vision emphasizes poverty eradication through a profitable, competitive, and sustainable agricultural sector, with objectives including income increase, food security improvement, employment generation, and natural resource management. This mission of transforming subsistence agriculture to commercial agriculture is pivotal for improving the welfare of poor farmers and ensuring sustainable livelihoods.
The Plan contains 9 Chapters and among others refer to focusing on increased production to reduce poverty; agricultural sector constraints and developments; legal and regulatory framework; institutional roles, forms and adjustments.
